Democratic India still follows the British legacy of civil servants as a mean of communication among regions and representatives, with some minor changes as a mark of the Unionistic federal structure. But liberalisation of 1991 changed the dynamics with an open market competition. Lateral entry in public services in the level of Additional Secretary, Joint Secretary and Secretary in GoI is seen as an act of compensating the due. 



Sixth Pay Commision recommended the appointment of private sector executives and social workers through a matrix of experience and qualifications, backed by several committees. Advocates argue this will rejuvenate the rusting bureaucracy in India and pump new ideas from outside the government to ease the potential hurdles.



But critics challenge the rationale behind this western method of recruitment especially done in developed countries like USA, UK, France etc. This idea stood challenged in a multi-polar country like India where the recruitment can be hijacked to influence political allegiance in the absence of an autonomous authority like UPSC. Besides, it is difficult for freshers to adapt to the bureaucratic norms and complex formalities. 



Any decision without checks and balances can be destructive and demoralising bureaucrats will certainly. While previous ad-hoc attempts have proved success like in 'Aadhaar' or RBI but it's too little to pursue this certain change in bureaucracy. While attempts to bring more efficiency and idea is necessary but undermining the incumbents and dissuading the entrants can be detrimental. Bringing proper mechanism to recruit personnel with excellence is a need but serving the people is an obligation that lies to only those who have taken the oath.
